The layout editor preview is in px by default, at the web default of 96dpi (don't worry though, you can still export at higher resolutions). What this means, is that in the layout editor, a height and width of 96 = 1 inch when you print it out. The default grid lines are 1/4 of an inch, and the snapping is 1/16th by default.
You can resize zones by pixel by holding down alt. You can move zones by 1 pixel by holding down the alt + arrow keys. For other hotkeys go to settings > Hotkeys.

You can change the unit of measurement in the layout editor by selecting settings > unit:

Resizing a layout
Sometimes you need to change the size of your layout after the fact. You can resize a layout by opening the layout editor and choosing settings > Change Layout size:

In the popup dialog you can choose a new size.

If you select 'Resize all zones' it will also try to resize your child zones (width and height) by the same proportions. If you don't select 'Resize all Zones' this will just change the size of the base zone (card_background).
Resizing multiple zones
You can also resize a group of zones by selecting multiple zones (using shift or ctrl) and then resizing the box around them all:
